Living
in Milwaukee is an assorted mixed bag. You have the conveniences of a big city
and a decent quality of living without the headaches you'd find 85 miles south
in say, Chicago where the costs are in a word … exorbitant.

It
seems we in Milwaukee are stuck with a career loser named Billy Lee Morford,
57 (right), who was recently released from prison. Why he got out is still beyond
me, especially given his rap sheet. In reviewing his notorious history, we find
that this walking two-legged animal was convicted three times between 1968 and
1976 for taking indecent liberties with a child, or in other words - pedophilia.
He was only 22 at the time of his first conviction. In addition to those convictions,
he was convicted again in Wisconsin in 1990 of child enticement and was arrested
yet again on charges of indecently touching a boy in Kentucky in 1994. He was
consequently branded a sexual predator in 1996, which leaves me with one question
for Wisconsin corrections officials: What the heck took you people so long?
It has long been my contention - both personally and from my professional dealings in the legal system, that pedophiles are incorrigibly evil and are incapable of reformation - period. They are cur, rabid dogs that need to be put down as quickly as possible, lest more lives be destroyed in the process. In over 25 years of dealing with and observing the legal system, I have yet to see one change their stripes. What's more, and this may upset the gay lobby (so what), but there are two kinds of pedophiles, male preferentials and female preferentials - in other words, homosexual pedophiles and heterosexual pedophiles. The male pedophiles who molest little boys are by virtue of their criminal action and choice of victim a homosexual just as much as any other homosexual. The only difference is that the pedophile is both a chicken hawk and a homosexual.
As for Morford, who is both a chicken hawk and a homosexual by virtue of his actions, for some reason - completion of his sentence I believe, it became necessary to release him from prison. Due to the risk they felt he posed, there were conditions imposed on his release. Unlike other cons who get a cash allowance, a handshake and a stern "Don't come back!" warning, Morford gets the red-carpet treatment from the Wisconsin DOC. So far, in their attempts to find housing for him, three attempts to place him in a home have failed when the landlords from whom the state were going to rent a home all backed out under pressure from the neighbors.
The latest was in a semi-industrial area, where a 1280-square foot three-bedroom home worth $149,500, was going to be rented to the state at $1200 per month and they were going to make modifications to accommodate this animal. The home I live in is in a much nicer section of town and sold for just under that a little less about a year ago when it was bought, yet Morford gets this good-sized house all to himself - or at least until another molester comes along to be roomies and they can swap stories and techniques, and that should scare the life out of all of us.
To add to the taxpayer's tab, Morford must wear an electronic monitoring bracelet at all times and be accompanied by a chaperone whenever he goes outside - for any reason - and be subject to random visits at least twice a day by probation and parole officials. The west windows in the last home were going to be blackened so nobody could see either in or out, and there are no neighbors visible from the east windows for 1000 feet. There was also gong to be an eight-foot security fence built around the house and the backyard. Sounds a lot like a prison to me. Why not put him back in the hole where he belongs and pipe in daylight to him with a garden hose - especially when there were those who opposed his release under any circumstances?
With all the costs involved and his survival skills to have allowed him to live as long as he did in custody, wouldn't it just be cheaper to keep him where he really belongs, and that is life in prison without the possibility of parole? Of course it would. But why won't the Wisconsin DOC listen to the taxpayers who pay their salaries? Huh? Why?
