IMO, No!

One phrase to be shunned, scorned, and ostracized above all others is the thoroughly fraudulent, “In my opinion.” It is to be excluded on two grounds: 1) It is unnecessary and 2) It is arrogant.

For an explanation of number one, see the first rule of English Composition. Regarding number two, it is very unlikely that you came up with that opinion all by your lonesome. In fact, if you were to keel over and die at this very instant there would still be many other people who hold the same opinion.
